Deleting of archived logs on primary database

I have a Data Guard environment with one standby database.  The RMAN backup is being run from the standby database.  Within the RMAN scripts I'm controlling the retention policy of the archive logs but this is controlling them on the standby database only.
Questions:
1) Can RMAN on the standby control the retention of the logs on the primary database?
2) Should I have a separate RMAN process on the primary to control their retention?
