Cannot Change Rate Schedule Status to >95?

Our planners are unable to change a Rate Schedule Status to anything over 95.  Work Order statuses can be maintained in this manner.  We have no security on the status field (SRST).  Is the esigned bahavior, to prevent maintaining the status field to a value beyond 95?

Upgrading 8.9 -> 9.0.2
