Shutdown Immediate hangs on cold backup

 Database Version : 11.2.0.3Platform : MS-Windows (x64)
                2008 R2

We are having a problem with two databases that run in NOARCHIVELOG mode. Whenever a cold backup is initiated on these databases, the job fails at the Shutdown Immediate step. 

Notifications and Errors:

SHUTDOWN: Active sessions prevent database close operation           Shutdown did not complete in 60 minutes
