The weight of consign consumption rule

What's the function of the weight of consign consumption rule?

From the user guide , the weight value allows you to set the processing order. For example, if three transactions satisfy the transaction criteria, the system processes the transaction with the highest weight.

The meaning is:

Consign item 112233,

Onhand quantity:  20 for Owner A; 30 for owner B.  in subinventory AA

Weight in consuption: 30 for A; 60 for B. subinventory transfer

So when do subinventory transfer 10 from AA , the consume will from the Onhand quantity of Owner B. Is it correct?
