apex application post clone privileges lost or wrong privileges for application users

Hi,

We have recently cloned our production db 10gR2 (with vendor's apex application and users) to qa db10gR2 and then i ugpraded QA to 11gR2. After upgrading when i log into apex application in QA , all the users of vendor's apex application are coming across as workspace administraors . In production , there were some users while very few administrators, does anyone know any pointers?
