Detailed Currency Restatement

I am testing the setup of Detialed Currency Restatement from CAD to USD.  I enter a journal entry in CAD, R09801 runs, but when R11411 is called and runs I receive a message that no F0911 records to restate were found.  I think I am missing something in the setup but can't figure out where.  Any ideas would be appreciated.
