ssh and telnet error with devfsadmd[627]: driver failed to attach: pts

I have a server running Solaris 10 and I had to reboot today.  When it started coming up, I had to fsck the root disk and got a lot of errors.  It's now up and seems mostly fine except I can't get in via ssh or telnet. 

Whe I try to connect via ssh I get this:  Server refused to allocate pty

In /var/adm/messages, I see the following:

Apr 24 19:35:36 cesd7001 devfsadmd[627]: [ID 253585 daemon.error] driver failed to attach: pts
Apr 24 19:35:36 cesd7001 sshd[1839]: [ID 800047 auth.error] error: grantpt: Permission denied
Apr 24 19:35:36 cesd7001 sshd[1839]: [ID 800047 auth.error] error: session_pty_req: session 0 alloc failed
