NTP Server and 10gR2 RAC on AIX 6.1

hi All, actually, we are running 2 node RAC (10.2.0.4)  on IBM AIX 6.1. when we were installing it before installing we ran cluffy which showd us ntp deamon is not working then we started services of ntp deamon on both the nodes. now we decided to have separate ntp server and then rac node will be synconised with this new NTP server.
my questions are:
1- At this time when only ntp deamon/service  is running without any ntp server, how both nodes get syncronised time and date.
2-To configure ntp server what will be step. either we need to clean shutdown all of our cluster services n cluster database. i mean we need down time?
