Need report to fit exactly in a letter-sized paper

Hello Experts,

I have a custom report that is generated as a text file and is currently printed via view output > copy file > print from internet explorer.
The client wishes to have the reports to be printed exactly in a letter-sized (8.5x11) paper per page since they are using continuous paper to print.
However, because the content of the report varies, I am not able to comply with the request to have each page printed exactly in a 8.5x11 paper.

What happens is that when there are less contents in the page, the headers of the next page goes into the page as well. This happens even though I have already set page break for every report page.
