Report Visability - and error handling

Hello

Hoping someone might be able to help me i have a couple of questions.

1. I have built a report showing all accounts without contacts, and published this on all users homepages.

The report works fine for me as admin, but when viewed on the users home pages it shows all accounts that they are associated to where they don't own a contact.

Is there any way to stop this ? to either only show account which they own, or show only where there is no contact at all.

2. For people that have no missing contacts, is there a way to change the default no data response?
