English Application displaying LOV in Chinese under Administration-Data

Hi All,

Customer has dual application: Englisgh and Chinese.
When he launches the English Application, the Administration-Data-List of Values
is displayed in Chinese. Also the "Language Name" is displayed in Chinese.

Any inputs on what needs to be checked to rectify this issue?
