OCM Mapping SY900 vs SVM900

Question:

We have OCM (F986101) in both SY900 and in SVM900.  I have been told that, in short, it is due to System jobs and files (like R98*) needing to be in SY900 and user type jobs like (R09 & R55*) needing to be in SVM900. 

Can someone explain to me, what would be the consequences of having only 1 OCM?  Or if the dual files are necessary, would it be ncessary to ever put user type jobs in the SY900 or vice versa System jobs in the SVM900?
