Install epm 11.1.2.2

We are attempting to do a clean install of epm version 11.1.2.2. However,the install tool will not run. After double clicking on installTool.cmd, a Java Virtual Machine Launcher error message comes up that says "Unable to access jarfile \Download\v11.1.2.2\V31875-01\installTool.jar."

It seems as though the jar file was not included int he zip file downloaded from edelivery.oracle.com. In earlier versions, the install tool was in a separate zip file but for this version it was combined into the EPM System Release Part 1 zip file. I have opened an Oracle Help Desk ticket but haven'r heard anything yet.
