System Journal reports

We have journal report that users can run for each month, it show the label, entity and all possible dimensions.  This month there are over 300 entries; users that have a limited amount of security classes are not getting all journals in the report.  They are getting lines that say error.  For admins and users with all security classes, they get all lines.  Is there some kind of journal max for this report?
