Hold on only 1 line but book order

In the past we have been able to place a single line on hold (or multiple lines) when placing an order and book the remainder of the order. It appears that this functionality has changed. When there is any line on hold Oracle will not allow us to book the order. We have a need to place a hold on specific lines but have others fly through the system, such as when a customer is on credit hold, but they have placed a consignment order. We want to bill them for the item they used but leave the new shipment
