Actions field is disabled during Launch of Pick Release

 Hi,

When i am working on O2C , during Launch pick release time  ,the ACTIONS field is disabled .How make it enabled to complete the shipping process . I am also attching the screenshot for better clarity . I cannot see launch pick release enabled .
