Oracle WebTier with Oracle database

Hi,

we have Oracle Database 11.2.0.2 database with APEX 4.1.1 component installed. We have web based application build in APEX. Presently we are using Tomcat Apache and APEX listener which it seems not supported by Oracle. I would like to know the licensing details involve in using Oracle FMW webTier 11.1.1 or 11.1.6 version with existing Oracle database enterprise edition or standard edition One( As we have Standard Edition One in Dev server and Enterprise Edition in PROD server). As per doc http://docs.oracle.com/cd/B28359_01/license.111/b28287/editions.htm#CJAHFHBJ - Restricted-Use Licensing. Can I use Oracle FMW webtier without requiring any additional license?
