winscp copy file to Exadata slow

We are doing POC for customer,need to upload some dmp files to Exadata.

The files were stored in a win2008 SP1 server ,and we use Winscp to copy file to Exadata.

It's about 10-11MB/s witn SCP protocal, and about 5MB/s with sftp protocal.

 But if we install ftp client in Exadata and use "ftp> put " from Exadata to win2008 server(ServeU FTP installed), the speed can reach to 70MB/s.

Winscp was in default configuration.

is it normal ?
