Question about default cluster interconnect timeout settings, 3.3u1

I am concerned about the default cluster interconnect timeout settings. This is Solaris Cluster 3.3u1. AFAIK it is set to 10 secs and if we then have a network outage of more than 10 secs, we are in a node arbitration situation where the winner survives and the looser crashes (2 node cluster, one quorum server). Now, we have been told by our network guys that an outage of approx. 15-20 secs is normal, even in a HA config, where the core and edge switches are in a redundant setup.
