Managing Databases using Enterprise Manager (MOSC)

Can not open Database Console at Oracle 11 g Release 2

 Dear

I try to install Oracle 11g Release2(11.2.0.3) on
Window server 2008 Enterprise(64 bit).

The step that I do

1. Download Oracle 11 g at the URL.I found url when I search patchset 11.2.0.3 for the latest 

version. The Database software is in zip files 1of7 and 2of7.
2. Extract all 7 zip files and there are folders named
   client,Database,Example,Gateway,Deinstall and Grid.
3. I copy all 6 folders on the database server.
4. I use the book no e24186(Installation Guide) and 
   check for preinstallation requirement.
   It is O.k. I mean my database server is  suitable for installation.
5. 5.1 click setup.exe at the folder named database.
