Not building shipments - bn rule is exhausted

in Oracle Transportation Management (MOSC)
About a month or so back, we ran into the same issue. I found some documentation and changed the bn_rule start sequence to match the bn_sequence current_value to be the same and OTM started building shipments again. I'm now having a similar problem. Does anyone have any suggestions how to correct? Right now, this problem only exists in my TEST system, but it will be a production problem soon.

Current BN rule definition

{nnnnn*:start=118000}

bn_sequence current value

135999

Last Shipment number in the system - 135969
