ping host is fine, tnsping has intermittent ora-12170 error

Hello,

We have a application which has intermittent tnsping problem (ora-12170 error) after running one year. ping host is fine.  I have a workaround that is changing port number  to another port number but I am not sure the root cause of this problem. Can any body direct me how to find the root cause? we have four Oracle homes and each has 1 database instance and one listener. four oracle homes are all 10.2.0.4.
