Save Requisition Page not showing in iProcurement to be able to enter a Description?

Hi,

EBS 12.1.3

We have an issue in Production when the user enter a non-catalog request, adds it to the shopping cart and then tries to save. If we look into our DEV envrionnements, a "Save as Incomplete Requisition" page appears to let the user enter the description. But in Production we don't have that screen anymore???

Is this a setup, config???

Any ideas?
