Slow International User Performance

We recently deployed Hyperion Planning (11.1.2.1.000) to over 500 users both in the US and abroad.  All of the servers reside within the US in a central location.  Many users internationally have reported seeing tasks take significantly longer than they do in the US.  Some of the tasks they reported taking longer than usual amounts of time include opening forms, reports, saving data or running calculations.  We have also seen log-ons and form navigation entirely lock up, forcing users to restart their session.  
We have tried citrix sessions, which slightly improves performance and does not lock up sessions but is just a workaround for now.  Licensing and other factors prevent us from rolling that out to all users.  We have adjusted the java heap settings as per oracles recommendation with no noticeable improvement.  We have followed the optimal design to reduce the size of all of our planning forms as well,  but sometimes the worst performance is on the smallest forms.
