Discrete Job Value Report - Average

Can anyone tell my why all of the Assembly Completions would not appear on this report?  Their absence causes a Total Job Balance that reflects the difference between the completion value and the total for material and resource costs.  I have several reports with varying numbers of completions that are missing.  I have verified that the completions did occur in Oracle and can be viewed in Material Transactions.  I am suspecting this is a code bug, but want to verify this before opening an SR.
