Create Open ePro Requisition "Save & Preview" AWE not invoked, Save & Submit initiates Approval Work flow? Business wants to Save & Preview Only and initiate Approval Work Flow

eProcurement > Create Requisition,  create the eReq then select the "Save & Preview Approval" button, we expect to see the approval work flow, we see "No approvals required". If we select "Save and Submit" we Do see the approval work flow.
