System Profile BEN: Carry Forward certification

Per Metalink Doc: 1112476.1, the BEN: Carry Forward certification profile (when set per the recommendation in the document) will "carry forward interim and suspended coverage created due to (plan) coverage restrictions configured for a life event, when subsequent life events do not have coverage restrictions."

We have found that, when running the Administrative life event en masse on a large population in OAB (in order to update benefit premiums), the suspended enrollments are deleted and interim coverage is issued. Also the action item is no longer open and the suspended coverage is end dated.

We are on version R12.1.3 and found this issue to be affecting all suspended enrollments.
