Question on ATP regarding Planned Order Demand

I am hoping that someone might be able to help me with some issues that I am facing with ATP. We are running Oracle EBS 11.5.10.2 and using ASCP to calculate ATP.
My problem is that the system is giving preference to Future Planned Order Demand (which comes from planned orders from a different org) before current sales orders with a request date of well before the planned order demand. I have included an example below. If I enter a sales order for 10 units with a request date of today, my Schedule Ship Date will be pushed out to the infinite supply (my ATP rule is set for 60 days). However, there are 278 units on hand today and my large planned order demand does not start until May 4.
