licensing mistry

I have developed an application using Forms&Reports 10g with database 10g R2, Currently i have got around five users over LAN, Database size is not very big  can someone guide me what kind of licensing i need to acquire within minimum cost... as apparently oracle licensing fee is looking  more than my application price. have i done mistake choosing oracle technologies for my application????
