How to create connect_identifier?

My environment

I do client-server environment but when I use Database control,

I use IE for accessing it.

Database server

1. O.S. is Window server 2008 enterprise(64 bit).

2. Oracle Database version 11.2.0.3(64 bit).

Client

1. O.S. is Window 7(32 bit).

2. Oracle Database Client version 11.2.0.3.

Our questions are

1. If I want a P.C. to access a Database server,

   I must create tnsname.ora at the P.C.,correct?

2. If the answer of item 1 is yes,Could you please

   explain me in detail about how to create tnsname.ora at the P.C.?

   What about the content in the tnsname.ora that I must write?
