XLAACCUP program Erring

Hi, we're getting the following error message when running the 'PRC: Create Accounting' program in Projects.  This is the only error we find and it's in the View Details form of the View Requests screen:

Concurrent Manager encountered an error while attempting to start your immediate concurrent program XLAACCUP. Routine &ROUTINE received a return code of failure.

Contact your support representative.

Our accounting will not create because of this.  Anyone know what this is?
