R12 apps down and enable maintainance mode before patch?

 Hello,

Normally patch readme file dosent mention to enable maintenance mode from ADADMIN before applying patch.Actually one of my DBA asked me if the application is down,so why are you enabling maintenance mode from ADADMIN before apply patch?
