Do we migrate open work orders from legacy system while doing implementation

Hi,

       Normally while doing a fresh implementation of Oracle R12.13 for a client, who has a legacy system  do we migrate the open work orders.

What is the nomal practise recommended. ie. Should we ask the client to close the work orders in their old system and ask them to start creating the new ones after we go live in Oracle or do we take the open work orders and migrate to Oracle EAM.

If so, how do we migrate.Is there an API or open interface for migrating open work orders.
