Manually configure Enterprise Manager

I have installed  oracel 10g relase 2 for win 2008 64bit. I am not able to configure enterprise manager. The following error occured. Enterprise manager configuration failed due to the folliwing error . Error starting Database cntrol refer to log file. Pl  suggest how to configure
