Does anybody know if when you 'delete' an attachment is space immediately freed up on the file syste

We have run into some space/storage issues and seeking a means to clean up and make space available.  However, since when you delete an attachment it is available for 'restore' in the Delete Items area, does that mean the the actual space allocation is not freed up for 30 days?      Does anybody know ??
