SCSI Reservation problem after an EMC array migration using SRDF

I could use some help with a reservation problem:

A group within my organization moved a Solaris 3.1 (yes, we know this is not a supported configuration anymore) on Solaris 10 two node cluster from one EMC symmetrix array to a newer EMC vmax array.  I was called in to help out after the deed was done and was able to instruct the SA to edit  /etc/cluster/ccr/did.instances and the /etc/cluster/ccr/infrastructure cluster files.  We were somewhat successful but we are still having difficulties with the quorum device.  when attempting to add a quorum device the nodes panic.  Our  SAN admin assures us the scsi_3 bit (PER) was enabled on the new luns.
