Missing DRAFT in LOV for Create Accounting

 Recently we were setting up a new test instance.  When I was testing the "Create Accounting" request, I went to select the MODE, there FINAL was auto populated because it was the only value in the LOV.  DRAFT is missing!  Has anybody seen anything like this?  I sounds like some configuration or profile problem but I don't know.  I opened a SR yesterday but I find that I get faster answers sometimes through the community.
