Tax Account Source

Working with EBusTax R12 (12.1.3). This is a upgrade, test environment. Upgraded from 11i.

I'm trying to setup City and County tax  use existing tax account with "State" as the source.  There are no values in the LOV. Since this is a migrated environment, does that mean I need to set up each state's tax account to get all tax line to register the state accounting account number to show the same for city and county.
