PSU vs CPU - Which are better?

I've been tasked to decide if my org should go forward using CPUs or switch to PSUs. I've scoured the web, and MOS and IOUG and I can not find any subjective or objective advice as to which way is better.

I'm starting to feel that it doesn't matter which route you take, CPU or PSU as there is no clear cut advantage to either chocie.
