Generating Quote

in CRM On Demand - Reports and Dashboards (MOSC) Question
 I have been through most of the discussions posted on this forum related to gerating pre-populated emails.It looks like we have couple of different ways to do it and I would like to know the best way to handle this requirement.The requirement is  a. To generate a quote and send it via email to the customer from the opportunity record

                               b. Ability to control the generation of the quote. In other word if the opp is not approved, the user should not be able to send the quotation.

1. Using Mail Merge to generate a quote on opportunity and send thru email
