gui fails to start

I am attempting to install 11.2.0.3 enterprise edition on SLES11 and the GUI will not start.  No errors are reported - it just doesn't appear.

This has been tried under a Xen kernel and a non Xen kernel with the same results.   A test from the install machine to the XTERM runing

on my local machine proves that both xeyes and xclock show under the XTERM.

The Linux admin says that all prereqs have been installed.   Other than setting and exporting the DISPLAY is there anything that must be setup to make the GUI appear?
