Workflows

We are using books of business in our setup and are assigning records based on the owner of the record.  Is there anyway that I can automate the creation of the workflows?  I am using the copy function but it would be great if there was something that allowed me to automate this more.  We have 18 work flows for each user and it is very time consuming to setup for new implementations.
