Prevent users from creating new manufacturer parts linked to obsolete manufacturers

Does anyone have any ideas for how prevent users from creating manufacturer parts linked to obsolete manufacturers?  We have a solution in place today where most users cannot discover obsolete manufacturers.  This does prevent new mfr parts from being accidentally linked to obsolete manufacturers.  However, we've found this method is too strict.  We have trouble in other parts of the system where users are unable to view historic information.
