Creating a dimension load file with a rules file

Hello All,

I amcreating an applicationand I am loading dimensions via load files instead of typing them manually.  I am using generation references.  My dimension load file looks like this.  When I load I only get 2008 and every next to it.  Gen 1 is the Label Season.  The system is not picking up 2009 with corresponding gen3 (all, Fall, Holiday, No season.)  What am I doing wrong?
