Patch Impact Analysis Newly built patch

Hello,
I have a customer that wants to run each and every patch impact that our team member submit which is newly built.

1) Steps to Reproduce
Newly built patch number-> patch wizard -> Analyze Patch -> Error

This is the error that customer gets:

No Patch Impact Analysis results for this Patch. There could be an error in the Patch Wizard Request or there is no Patch Metadata shipped with this particular Patch. Please check the request log files under Patch Wizard Job Status for more information.
