Tax calculation NOT possible by Supplier site address (Country)

Hello

Using the Tax classification codes created in France OU, I am able to calculate tax for a supplier site having French address. If there is supplier with site having address 

of any other country, the tax calculation does not happen.

Things checked/modified

1) Calculate tax flag at the supplier site is set to 'Y' OR Blank.

2) default tax rules for Determine Place of Supply was tried with Ship To, Bill To, Ship from etc., 

3) created tax rules under determine tax applicability and Direct tax rate determination

Your ideas would be really valuable..
