Exclusion list for emails to "Post-Registration Thank You email"

Hi,

For Exclusion lists, there is an option for it to be applied to "All New Programs". In doing so, will it be excluding people who are scheduled to receive a "Post-Registration Thank You" email if they had registered for a program? I want to know if these people would also be be blocked from receiving such emails if their status is "Email Permitted" = No.
