Error When Trying to Access Purchase Order Form

I am in the process of implementing the Purchasing module in a test environment.

When trying to access the Standard Purchase Order form in the application, I receive the following error:

ORA-01403: no data found

--------------------------------------------------------------
FRM-40735: PRE-FORM trigger raised unhandled exception ORA-06508.

Is there something lacking in the setups? Or does something need to be recompiled?
