Getting Windows error when trying to start concurrent managers

I'm getting the following error in my Windows Event Log when trying to start the Concurrent Manager Service:

"Faulting application FNDLIBR.exe, version 0.0.0.0, time stamp 0x4fa7ed5b, faulting module oranls10.dll, version 10.1.0.4, time stamp 0x457dcb36, exception code 0xc0000005, fault offset 0x00054052, process id 0x1fe4, application start time 0x01cd2c6c8d08492a."

Relevent information:

Windows 2008 - 32bit

Upgrade from 11.5.10.2 to 12.1.3

No data written to the CM_log file (zero bytes)

Everything compiled and linked without error

Auto config ran successfully on both DB and Apps tiers.

Any help is DEEPLY apprecieted!
