problem monitoring newly discovered targets

I'm using EM 12c and am seeing some strange behavior adding targets. Most targets seem OK; but, I have some that are stuck with pending status.  One problem target is a listener.  It seems to discover OK and shows up on the console.  The status stays at pending.  emctl status agent target shows "No severities are available for the target"  I have other listeners that are OK.  I assume there is come mismatch somewhere in my configuration; but don't know where to look.  Any ideas?
